HARTI library has a collection of over 24,750 books, 20,000 issues of journals (local and foreign), dissertations, unpublished reports, maps, annual reports and news paper clippings. A large number of periodicals, newsletters, annual reports from foreign and local institutions are also regularly received on complimentary or on exchange basis. Library subscribed to 10 foreign journals and 28 local journals.

Library provides range of services to the institute research staff including reference facilities, document delivery services from affiliated libraries, inter library loan facilities, e-alert services on new arrivals and journal content pages, photocopying and internet facilities. Apart from the Institution's own staff, facilities of the library are used by many outsiders including visiting researchers, consultants, university students and staff.

The Library is one of the active participants of the Agricultural Information Network (AGRINET) in Sri Lanka. The library continued to provide cataloguing data of books and journal articles to the National Agricultural Bibliography (NAB) database maintained at Sri Lanka Council for Agriculture Research Policy (CARP) library.

Computerizing of the library bibliographical database using WINSIS software package includes 13000 electronic records. At present the library has exchange arrangement for publications with 10 local and foreign institutions.

The library also participates actively in several programmes of Inter-library Cooperation with a view to sharing scattered resources.

Provides a variety of services to its users including reference, inter-library loan, online searching, literature surveys, article alert services, photocopy and document delivery services.
